Highlights/Year Summary:

  • Region 1 hosted and conducted business at its Annual Fall Business Meeting in Exeter,
    NH, attended by 16 delegates and three Member Board Executives (MBEs) representing all six jurisdictions.
  • The agenda included regional director and chair reports, followed by reports from NCARB committees and task forces. These reports are a great way to generate interest in volunteering and serving on a committee of interest. State reports were also discussed and included similarities from state-to-state.
  • The chair assigned a task force to review how the region finances should be spent and make a recommendation at the Spring Regional Summit.
  • Region 1 also conducted business at the Regional Summit in Jersey City, NJ, attended by 12 delegates and three MBEs representing four of the six jurisdictions.
  • The agenda included reports from the regional director and chair, updates from
    NCARB committees, state reports (including discussion of similarities among states), and in-depth discussion of the proposed resolution.
  • The region voted and approved the addition of a formal vote on the task force’s financial recommendations to the region’s Annual Business Meeting agenda.
  • The region approved emeritus status for S. Edward Jeter of Connecticut and Margo Jones of Massachusetts, and to renew emeritus status for John Miller of Massachusetts.
  • The region began planning its FY18 Annual Fall Business Meeting in Portland, ME.

Region 2 Board Executive

  • FY17 was an active and productive year for Region 2. The region was successful in increasing participation at NCARB meetings. We have seen an increase in Member Board Members (MBMs) and Member Board Executives (MBEs) attending NCARB meetings and participating in our regional calls, and the region is well represented on many NCARB committees. It was a special honor for Region 2 to host the Regional Summit in Jersey City, NJ, in March.
  • The Regional Summit was well attended by NCARB jurisdictions, and the design, organization, and execution of the event were excellent. The summit served as a vehicle to explore issues and deliver information directly to NCARB from the regions. The overall schedule was designed to allow sufficient time for substantive discussions to occur within each region. At the final session of the summit, each region reported out their results to the entire assembly. Region 2 members spent a significant amount of time planning and hosting the event, including Albert Zaccone and Barbara Rodriguez, who were instrumental in preparing the event. Barbara and George Miller worked on providing architectural tours for the attendees, which were approved for continuing education in Health, Safety, and Welfare (HSW). In summary, the summit was a success, and was the result of a coordinated effort from dedicated Region 2 members and NCARB staff. It was a joy for Region 2 to have hosted
    this event.
  • Throughout FY17, Region 2 responded to President Harding’s call for more transparency and greater communication within NCARB and its jurisdictions. To accomplish this goal, Region 2 revised its normal meeting agendas to focus on specific issues rather than general reporting.
  • These issues included illegal practice, Model Law, overlapping practice, repositioning the Certificate, the Supreme Court decision regarding the NC Dental Board, and continuing education. As a result, the Region 2 jurisdictions engaged in animated discussions regarding these issues during meetings throughout the year. Following the meeting discussions, Region 2 assembled an issue-by-issue matrix documenting the responses and positions of each jurisdiction. We used this matrix as a basis for conversation within our region, and it was helpful to have Susan McClymonds at the NCARB BOD meetings.
  • During FY17, the chair had the opportunity to visit Region 2 jurisdictional board meetings in Delaware, New Jersey, and Washington, DC. Each jurisdiction had its own process to address issues related to licensure candidates and architects, and it was instructive to the chair to witness each of these boards in action. As a result of this effort, Region 2 established a budget line item to facilitate these visits in future years.
  • During FY17, we had animated discussions regarding the Region 2 budget and the amount of money that we currently have in our bank account. Philip Leinbach, our treasurer, solicited and received financial information from the other five regions. He and Barbara compiled and analyzed the data. From the information Leinbach received, he prepared a report that gave Region 2 an overview of the budgets, expenses, and balances from the other regions. He
    also assembled a history of Region 2 budgets from 2009-2016. All of this information was
    the basis for an informed conversation regarding our budget and future dues. At the conclusion of the discussions, Region 2 voted to reduce the FY19 jurisdictional dues to $4,800 per jurisdiction.
  • As a result of the funds that we have in our Region 2 bank account, we have been able to plan for outreach symposia in our region for educators, practitioners, and students. We held the first event in April 2016 in New Jersey/New York. Based on the success of that venture, Region 2 established a committee to plan a second event. The committee, chaired by John Hill, met several times and decided that the second symposium will be held in Philadelphia in October 2018. Region 2 is planning to hold a symposium every two years and change the geographic location to reach all areas of our region.
  • John Mateyko continues to chair the Resiliency Work Group, which resulted from Region 2 efforts, and we look forward to hearing the results of the work group and how their findings can be integrated into all NCARB programs.
  • At the Region 2 meeting in March, we had a contested election for the office of secretary. The two candidates were George Miller and Christine Snetter. As Region 2 had never had a contested election in recent memory, the executive committee researched the Region 2 bylaws and rules to determine election procedures. Since there was no procedure in the bylaws regarding a tie vote, the committee developed a procedure to follow for the March election. All of our executive committee members, Barbara, and Nominations Chair Mike Soriano conducted the March election in a professional manner; Kevin Wilson and Ed Tucker served as tellers to count the ballots. While George Miller was elected as the secretary, we hope that Christine will stay actively involved in Region 2 and NCARB.
  • Subsequent to the voting at our March meeting, the committee spent time working on the wording of an Region 2 bylaws change to address the election procedures for a contested election. The changes were discussed at the Region 2 meeting at the NCARB Annual Business Meeting and is scheduled to be presented at the FY18 Region 2 fall meeting for approval.

Region 3

Highlights/Year Summary:

  • Region 3 had a very active and productive year. The region continues to work closely with NCARB to address future initiatives and programs affecting educators, students, examinees, and emerging professionals.
  • In March, Region 3 participated in the 2017 Regional Summit in Jersey City, NJ.
  • Council policies, programs, and initiatives were discussed at the summit, as well as relevant issues related to the profession of architecture.
  • The agenda included reports from the regional director and chair.
  • Each of the regions’ 12 Member Boards presented a report of jurisdiction activities
    and issues.
  • The region elected its FY18 officers during the summit.
  • Jack Nichols, legal counsel to the region, presented a thoughtful and thorough review of the North Carolina Dental Board case and its aftermath.
  •  The most pressing regional issues identified during the summit were:
  • The composition and structure of licensure boards is under review in
    some jurisdictions.
  • Some boards are seeking improvements to their practice/registration acts.
  • Members are seeing a focus on reducing regulation (such as legislation in the form of economic prosperity acts).
  • Some jurisdictions are facing severe economic and budget issues.
  • One jurisdiction has received its first applicant under a relatively new military licensure law.
  • Region 3 began plans for the 2018 Educators & Practitioners Conference, which is slated to be held at an Integrated Path to Architectural Licensure (IPAL) university within Region 3 in the spring.
  • The region discussed a proposed two-day training event in 2018. The concept will be studied further to determine feasibility and the ability of Member Boards to participate, while a proposed agenda will be formulated for consideration.
  • Regional Chair John Cardone and Regional Executive Jenny Owen served on NCARB’s Regional Leadership Committee (RLC), where they:
  • Participated in a conference call following the 2016 Regional Summit to review the post-meeting survey and discuss outcomes, successes, and challenges.
  • Planned the 2017 Regional Summit agenda, speakers, format, activities, and venues.
  • Attended the RLC Committee meeting in Jersey City, NJ.
  • Worked closely with NCARB staff in the registration process for the Regional Summit.
  • Reviewed the resolution proposed for the 2017 Regional Summit.
  • Provided feedback as requested to other committees and the NCARB Board of Directors (BOD).
  • Assisted in the development of the agenda for the Annual Business Meeting.
  • Led by Cardone and Region 3 Director Alfred Vidaurri Jr., FAIA, NCARB, AICP, the region’s Member Board Executives and state directors were provided with an opportunity to participate in pre-BOD meeting conference calls.

Highlights/Year Summary:

Region 4 has been busy planning the third Member Board Member/Educator Symposium. This biennial event will be hosted by Kent State University on October 20, 2017. Topics include:

  • The success and struggles of implementing Integrated Path to Architectural Licensure (IPAL) options, as well as the roles of the licensing board, educator, and professional firms. Is the profession willing to engage with IPAL options or are they resistant? Are licensing boards supportive of the program?
  • Competency to practice architecture is recognized by the public through licensure. Architecture programs define levels of competency through National Architectural Accrediting Board (NAAB)’s Student Performance Criteria (SPC). SPCs are informed by the knowledge, skills, and tasks defined by the Practice Analysis of Architecture. What tasks are truly required? What is best learned when, and from whom?  And what level of competency should be expected at learning milestones? This provides a unique opportunity for the profession, academia, and state licensing boards to discuss roles, responsibilities, and economic impacts.

Region 5

Highlights/Year Summary:

  • Region 5 is preparing for a fabulous Regional Summit in Wichita, Kansas, in March. The Wichita venue is going to surprise all those attending, and region has planned plenty of fun.
  • At the Annual Business Meeting, Region 5 discussed the decreasing percentage of graduates from NAAB-accredited programs passing the Architect Registration Examination® (ARE®) since 2012; this discussion was coupled with a few newly licensed professionals who found their supervisor was not very helpful. The region determined that we need to be more proactive with supervisor roles.
  • More of Region 5’s state jurisdictions are beginning to fund more scholarships and foundations.
  • Region 5 recognized Arne O. Jorgenson, AIA, LEED AP, NCARB, on receiving the President’s Medal for Distinguished Service.
  • Participation from Region 5’s Member Board Members has been steadily increasing, with more active discussions and committee involvement

Highlights/Year Summary:

  • Jon Alan Baker was elected region chair, Edward T. Marley was elected vice chair, James S. Mickey was elected secretary/treasurer, and Scott Harm and Sylvia Kwan were elected to the executive committee. Robert Calvani was elected NCARB treasurer and Jim Oschwald was elected Region 6 director at the 2017 Annual Business Meeting.
  • Region 6 finalized a white paper about the benefits and positive impact of regional membership to assist jurisdictions that have to justify payment of their regional dues to their legislatures or other authorities. The white paper will be discussed by the Regional Leadership Committee in the coming year to see if it can be improved upon and of benefit to the entire NCARB community.
  • Region 6 discussed whether it should lower its annual dues in order to draw down some of its reserves. The membership overwhelmingly felt that it would be prudent to first develop a strategic plan, as well as put together a committee to determine if the region could add program and educational enhancements to future regional meetings to continue to add value to attendees.
  • The regional director, chair, secretary/treasurer, and individual Region 6 jurisdictions delivered reports to attendees.
  • The jurisdictions reviewed and discussed the draft resolution put before the membership and heard from candidates for NCARB officers and the NCARB leadership team.
