Highlights/Year Summary:

  • Region 1 hosted and conducted business at its Annual Fall Business Meeting in New Haven, CT, attended by 13 delegates representing all six jurisdictions. The AIA Connecticut president also attended.
  • The agenda included regional director and chair reports, followed by reports
    from NCARB committees and task forces. These reports are a great way to
    generate interest in volunteering and serving on a committee of interest.
  • The chair assigned a task force to review how the region finances should be
    spent and make a recommendation at the Spring Regional Summit.
  • The region approved architect emeritus status for Christopher Williams of
    New Hampshire and Edward Wolfstein of Vermont.
  • Two licensure candidates joined the meeting and talked about issues
    facing students and emerging professionals.
  • Region 1 also conducted business at the Regional Summit in Savannah, GA, attended by 15 delegates representing all six jurisdictions.
  • The agenda included reports from the regional director and chair, updates from NCARB committees, state reports (including discussion of similarities from state-to-state), and in-depth discussion of the proposed resolutions.
  • The region voted and approved the addition of a formal vote on the task force’s financial recommendations to the region’s Annual Business Meeting agenda.
  • The region began planning its FY17 Annual Fall Business Meeting in Exeter, NH.

  • FY16 has been an active year for Region 2. The region has continued to take proactive steps regarding NCARB activities and the profession and maintains a good representation of members on NCARB committees.
  • Region 2 was an active participant in the Spring Regional Summit in Savannah, GA, with representation from all our jurisdictions. Region 2 suggested the conference focus on the impact of and reactions to the Supreme Court decision regarding the NC Dental Board. Region 2 continues to stress the need to increase the benefits of the NCARB Certificate beyond reciprocal licenses. Some suggested additional benefits include: more continuing education programs, a database for tracking licensees, a notification program for renewals and jurisdiction requirements, offering more help in the continuing education process, lowering initial application fees, and growing outreach programs to draw more architects to NCARB after these additional benefits are in place. And the region continues to encourage NCARB to be the supporter of its jurisdictions.
  • The region held its first Educators Symposium, gathering representatives from the region's NAAB-accredited programs, individual jurisdictions, Region 2, and NCARB. The symposium was held April 1-2 at the Manhattan campus of the New York Institute of Technology and the Hyatt Regency in Jersey City, NJ. The goal of the symposium was to bring schools and jurisdictions closer in understanding the roles of jurisdictions, the rules governing state boards, changes in architectural education, and NCARB experience and examination requirements. John Sorrenti of NY chaired the program, which was very well attended, drawing representation from more than half the NAAB-accredited programs in Region 2. Panelists included seasoned practitioners, students, recent graduates, architectural school educators, young practitioners, New York Member Board Executive Robert Lopez, NAAB Executive Director Andrea Rutledge, CAE, Hon. AIA, and NCARB Director, Experience + Education Harry M. Falconer Jr., AIA, NCARB. Future symposia will expand to include additional architectural school programs as it rotates throughout the region.
  • Region 2 helped raise awareness of the environmental impact affecting all our regions. Through the major effort of Delaware Member Board Member John Mateyko, RA, NCARB has established a task force on architects' role in climate change.
  • Due to the makeup of the jurisdictions within Region 2, its density, and work opportunities, many (about 40 percent) of Member Board Members in the region hold an NCARB Certificate. However, recent resolutions requiring NCARB leadership to hold a Certificate limited the remaining Member Board Members’ ability to fill some leadership roles. The region continues to encourage NCARB to be more inclusive, including a suggestion to develop a policy offering NCARB Certificates at a reduced fee to all Member Board Members.
  • Region 2 continues to evoke more discussion regarding the actions of each jurisdiction. Communication on what individual boards do, how they do it successfully, and how they can do it better remains an important part of region meetings.
  • The region has begun planning NCARB's next Regional Summit, which will be held at the Hyatt Regency in Jersey City, NJ. The hotel, which overlooks Manhattan and the Hudson River, takes advantage of immediate access to New York City, Ellis Island, the Liberty Science Center, and the Statue of Liberty. Region 2 is working on a program to include one of the architects of the National September 11 Memorial Museum, with many opportunities for attendees to enjoy the developments made in Jersey City and New York.

Highlights/Year Summary:

  • Region 3 also hosted its 11th Educator’s and Practitioner’s Conference at Tulane School of Architecture in New Orleans, LA. This year, the region combined the event with the Louisiana Licensure Forum. The goal of the conference is to increase knowledge and awareness of the accomplishments and challenges of architectural education, experience, and examination. Topics discussed included the NAAB accreditation process, the evolving ARE, emerging professional preparedness, and the Integrated Path to Architectural Licensure (IPAL) initiative. Approximately 56 attendees participated, including educators, Member Board Members, Member Board Executives, practitioners, students, and licensure candidates.
  • Region 3 amended regional bylaws to align the requirements for the regional director to the NCARB Bylaws.
  • Regional Chair John Cardone and Executive Director Jenny Owen participated in post-summit conference calls and attended the Regional Leadership Committee meeting to review proposed resolutions; potential sites for Regional Summit and Annual Business Meeting; and develop an agenda, topics, and speakers for the Regional Summit and Annual Business Meeting workshops.
  • Teeny Simmons, Louisiana Member Board Executive, announced her retirement. Teeny has served on the Louisiana Board for over 41 years. She is a tremendous asset to the Council, a real friend, and will truly be missed by all.

Highlights/Year Summary:

Region 4 had a productive and successful year. Much of this success is due to an engaged executive committee, participation by the region’s Member Board Members, and Glenda Loving’s contributions as the region’s executive director.

  • Region 4 attended the Regional Summit hosted by Region 3 in Savannah, GA, on March 10-12, 2016. It was an excellent meeting, culminating with discussion about Model Law revisions, regional elections, and NCARB officer candidate campaigns. Region 4 hosted Past President Dale McKinney, FAIA, NCARB, and his wife, Linda, who are from Region 4.
  • The 2015 Educator's and Board Member's Symposium was approved unanimously by the region at the last year’s summit in Long Beach, CA. David Biagi graciously agreed to host the event at the University of Kentucky School of Architecture in Lexington, KY,
    on October 8-9, 2015.
  • Kenneth Van Tine chaired the Symposium, assisted by Stephen Sharp, Amy Kobe,
    Terry Groshong, John Rademacher, Glenda Loving, David Biagi, NCARB Director of Experience + Education Harry M. Falconer Jr., AIA, NCARB. The topics for this year's Symposium were:

    • The state received 93 complaints against architects and professional design firms. The greater number of complaints is against business entities that practice architecture, but have failed to obtain professional design firm registration.

    Board Updates: Miscellaneous Information

    • Current members of the board are: Dina Griffin, Pukhraj Jain (Public Member), Norman Lach, Steven Pate, E. William Reichert III, and James Zahn. Mr. Reichert replaced Richard Cook, and Norman Lach replaced Michael Andrejasich as the tenured member of the architectural facility of Southern Illinois University – Carbondale, an Illinois public
      university accredited by the National Architectural Accrediting Board. Currently, all positions are filled.
    • While the Illinois Budget has not yet been resolved, NCARB has agreed to participate in the Illinois Vendor Support Initiative and has received 90 percent (at this time) of the Illinois dues. Illinois delegates attended and voted at the Annual Business Meeting, and services to Illinois applicants will remain uninterrupted.

    • The board has begun a rolling review of its rules pursuant to Iowa Code 17A.7(2),
      which dictates that each agency will complete a comprehensive review of all its rules.
    • The board has adopted rules to allow for an accelerated licensure path and change terminology from IDP to AXP. The intern title will remain.
    • The board has a task force updating its rules regarding exceptions to when an architect
      is needed.

    • Complaints are down; year-to-date there have been 12 complaints filed.
    • Most have been unlicensed practice or CEU issues stemming from audits.

  • Kentucky

    Legislation activity

    • The board is preparing to make numerous changes and updates to both its regulatory statute (KRS 323) for the next legislative session and the administrative regulations contained in 201 KAR, Chapter 19.

    • Continuing Education (201 KAR 19:087): Starting calendar year 2017, CE requirement must be satisfied during the period beginning January 1 and ending December 31. A minimum of 12 CEH must be in HSW topics, and licensees must retain records of CE for five years from the date of submission to the board.

    • A new internal Kentucky disciplinary database has been designed and is being updated.  Relevant actions appropriate for NCARB reporting will be submitted and updated.
  • Michigan

    Legislative Activity

    • Proposed Senate Bill 954: Would amend Article 20 of the Occupational Code (which regulates the practice and licensure of architects, professional engineers, and land surveyors) to do the following:
    • Provide that the practice of professional engineering would not include the preparation, signing, or submission of shop drawings for fire alarm systems.
    • Exempt from licensure under Article 20 a fire alarm contractor licensed under the Electrical Administrative Act who submits fire alarm shop drawings for the purpose of obtaining an electrical or fire alarm permit.
    • The bill would also repeal Section 2005 of the code, which prescribes examination requirements for architects, professional engineers, and professional surveyors, but would reenact criteria related to professional experience and education.

    Board Updates: Miscellaneous Information

    • As of October 10, 2013, new administrative rules took effect requiring architects to complete continuing education as a condition for license renewal. The first time continuing education will be required is for licensees with licenses expiring on Oct. 31, 2015. The licensees scheduled to renew in 2015 will be required to complete continuing education during the Nov. 1, 2013, to Oct. 31, 2015, renewal cycle and each renewal cycle thereafter. Licensees with licenses that expire on Oct. 31, 2014, will not be required to complete continuing education as a condition of renewal in 2014, but will need to complete continuing education during the Nov. 1, 2014, to Oct. 31, 2016, renewal cycle and each renewal cycle thereafter.
    • Licensees will not be required to send in proof of continuing education activities to the board when renewing a license. However, a licensee must maintain records of continuing education hours earned for four consecutive years for audit purposes.
    • Continuing education hours are required as follows:
    • A licensee who holds a license for more than 12 months but less than 24 months from the date of initial licensure shall obtain 12 hours of continuing education for the first renewal period.
    • A licensee who holds a license for 24 months or more from the date of initial licensure shall obtain 24 hours of continuing education for the renewal period.
  • Minnesota

    Updates for Rules and Regulations

    • The board is in the initial phase of a comprehensive rule package updating many of the board’s rules. Updates relevant to initial architect licensure include: changing references from IDP to AXP, reducing the time an applicant must wait to retake a failed exam section from six months to 60 days, and allowing applicants enrolled in an IPAL program to access the ARE prior to graduation.

    • Outreach:
    • The board is mailing brochures to all licensees explaining how to file a complaint. The brochure and outreach letter are being mailed with license cards upon renewal.
    • The board also mailed its “Filing a Complaint” brochure and a copy of the Statute and Rules Book to all code officials in MN with a letter encouraging them to assist the board by reporting suspected violations.

  • Missouri

    Board Composition

    • The board consists of 15 members:

    • Quorum: Two voting members of each division of the board constitute a quorum for the transaction of division business. Eight voting members of the board, including at least one member of each division, constitute a quorum for the transaction of board business.
    • Member Term Duration: Four years
    • Term Limit: The chairperson shall not serve more than one term. All other appointments, except to fill an unexpired term, shall be for terms of four years; but no person shall serve on the board for more than two consecutive four-year terms, and each four-year term shall be deemed to have begun on the date of the expiration of the term of the Member Board Member who is being replaced or reappointed.

    Updates for Rules and Regulations

    • Per SB 809 (which passed in 2014), the majority of the Missouri Revised Statutes, Chapter 327, RSMo, were amended—primarily due to changes in exam administration and application processes, as well as changes with regard to modern day practice. These revised statutes became effective August 28, 2014. Due to the passage of SB 809, the Board Rules needed to be amended to reflect the changes in the statute. Most of the Board Rules are currently in the process of being amended. These rule changes have already been approved by the board and are pending approval by the department and the governor’s office before being filed with the Joint Committee on Administrative Rules and the Secretary of State’s Office.
    • We now provide a free information exam to test the licensee’s awareness of selected Missouri compliance requirements. The exam is offered online and is open book. A score of 80% is considered passing. Two hours of continuing education (CEUs/PDHs) per two-year renewal period have been approved for the exam.

    • Our disciplinary caseload involving the architectural practice continues to remain low. We continue to see a number of architects who failed to inform the board of the disciplinary actions they have received in other jurisdictions. We also have encountered a number of firms that have failed to obtain a Corporate Certificate of Authority to provide architectural services in Missouri. All disciplinary actions are recorded in the NCARB Enforcement database within 30 days of the effective date.

    Board Updates: Miscellaneous Information

    • Fee Modifications: Our biennial renewal fee for an individual architect’s license is $35. In 2015, the board voted to reduce the biennial renewal fee for the Architectural Corporate Certificate of Authority from $100 to $50. This reduction went into effect March 30, 2016. This is the second recent reduction in the corporate fee. (The first reduction was from $200 to $100 in 2014.)
    • Strategic Planning Initiative: We recently worked with an outside consultant to complete a new strategic planning survey, session, and implementation strategy for 2016. The last strategic planning initiative was completed in May 2010.
  • Ohio

Throughout FY16, Region 5 focused on:

  • Actively generating dialogue around resolutions.
  •  Encouraging members to seek involvement and participation in NCARB
    committees and provide Region 5’s perspective to those committees.

    the changes in state laws and assisting as a resource for answers.

  • Jon Alan Baker was elected region chair, Edward T. Marley was elected vice chair, Jay W. Cone was elected secretary/treasurer, and James S. Mickey and Scott Harm were elected to the executive committee. Robert M. Calvani was elected NCARB Secretary and Jim Oschwald was elected Region 6 Director at the Annual Business Meeting.
  • The jurisdictions reviewed and discussed resolutions put before the membership and heard from candidates for NCARB officers.
  • The Oregon Board presented a resolution (Resolution 2016-10) to Region 6 that proposed to shift the voting authority for programmatic changes of NCARB’s experience program to the Member Boards, rather than delegating that authority to the NCARB Board of Directors. Region 6 unanimously supported the resolution and voted to carry the resolution forward for discussion, debate, and voting at the Annual Business Meeting in Seattle.
  • The region director, region chair, region secretary/treasurer, and individual Region 6 jurisdictions delivered reports to attendees.
  • Region 6 Executive Director Gina Spaulding participated in a panel discussing best
    practices for working with building officials to help minimize illegal and negligent
    practice of design professionals.
  • California Board Executive Douglas R. McCauley participated in a panel discussing the NC Dental Board decision and ways to ensure Member Boards and the public are protected from antitrust matters.
  • Region 6 Chair Jim Oschwald and Region 6 Executive Director Gina Spaulding followed up with the Regional Leadership Committee by conducting a survey of all of the Regional Summit attendees to understand how the summit might better address the needs of the Member Boards and their constituents.
