Tian Feng

Scottsdale, AZ—Tian Feng, FAIA, FCSI, of Oakland, California, was elected as a regional director at the National Council of Architectural Registration Board's (NCARB) 2025 Annual Business Meeting. Feng was nominated to serve on the NCARB Board of Directors by Region 6, which represents 13 licensing boards throughout the Western United States.

Feng was first appointed to the California Board in 2014. He went on to serve as the board’s secretary and vice president before being elected the board’s president in 2020-2022. He was elected by his peers to serve as chair of Region 6 in 2024, after serving as vice chair from 2023-2024, and as a member of the Region 6 Executive Committee from 2021-2023.

As a dedicated volunteer, Feng has served on numerous NCARB committees, including the Regional Leadership Committee; the Policy Advisory Committee; the Diversity, Equity, and Inclusion Committee; the Futures Collaborative; the Education Committee; and the Certification Alternatives Review Team. He has also contributed to the Architect Registration Examination® (ARE®) 4.0 Sunset Review Committee, Architectural Experience Program® (AXP®) Portfolio Audit Team, NCARB ARE 5.0 Cut Score Committee, the Broadly Experienced Architect Committee, and the Broadly Experienced Foreign Architect Committee.  

In addition to his contributions to NCARB, Feng recently served on the National Architectural Accrediting Board (NAAB) board of directors and was an active NAAB Accreditation Visiting Team member to numerous architecture schools in the U.S. and abroad. Recently, Feng has served as co-chair for various American Institute of Architects committees on environment and resilience.  

Feng brings extensive experience as the district architect with the San Francisco Bay Area Rapid Transit District (BART), where he has directed complex transportation and infrastructure program delivery. His diverse practice also includes forensic architecture and expert witness services in standard of care, urban design, and resilience design. 

Feng earned his architectural license in 1994. He holds a Master of Building Science from the University of Southern California and a Bachelor of Civil/Architectural Engineering from Tongji University in Shanghai; he also served as a teacher and researcher during his time at both universities. Feng is a Fellow of the American Institute of Architects (inducted in 2008) and a Fellow of the Construction Specifications Institute (inducted in 2005).

The National Council of Architectural Registration Boards’ membership is made up of the architectural licensing boards of the 50 states, the District of Columbia, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. NCARB, in collaboration with these boards, facilitates the licensure and credentialing of architects to protect the health, safety, and welfare of the public.  

To achieve these goals, NCARB works with its Member Boards and volunteers to develop and facilitate standards for licensure, including the national examination and experience program. NCARB also recommends regulatory guidelines for licensing boards and helps architects expand their professional reach through the NCARB Certificate.
